About the program

The Victorian Energy Upgrades (VEU) program is regulated by the Essential Services Commission. Program legislation and regulations are developed by the Department of Energy, Environment and Climate Action.

Victorian Energy Upgrades is a voluntary program. Upgrades are provided by private providers, not by or on behalf of the Victorian Government.

Eligible upgrades

Reverse-cycle air conditioning, multi-split systems and heat pump hot water are eligible activities, subject to the program’s product and property requirements. Multi-split indoor and outdoor units must come from the same original equipment manufacturer.

Rental providers may be eligible for discounts. Amounts vary by product and property. Ask us to confirm what applies before any work is arranged.

How certificates work

Eligible upgrades can generate Victorian energy efficiency certificates (VEECs). These can only be created by entities accredited under the VEU program.

Ahead of the new standards

The new rental energy standards phase in from 1 March 2027, with different triggers for different upgrades. An eligible electric system may help you prepare for changes to heating, cooling or hot water.
